REDUCING PRESCRIPTION DRUG SHORTAGES By the
authority vested in me as President by the Constitution and the laws of
the United States of America, it is hereby ordered as follows:
Section
1.
Policy.
Shortages of pharmaceutical drugs pose a serious and growing threat to
public health. While a very small number of drugs in the United States
experience a shortage in any given year, the number of prescription drug
shortages in the United States nearly tripled between 2005 and 2010, and
shortages are becoming more severe as well as more frequent. The
affected medicines include cancer treatments, anesthesia drugs, and
other drugs that are critical to the treatment and prevention of serious
diseases and life threatening conditions. |

States of America, including the laws cited herein, it is hereby ordered

Section 1.
Statutory Pay Systems. Pursuant to the Continuing Appropriations
and Surface Transportation Extensions Act, 2011 (H.R. 3082), which I
signed into law today (the "Continuing Appropriations Act"), the rates
of basic pay or salaries of the statutory pay systems (as defined in 5
U.S.C. 5302(1)) are set forth on the schedules attached hereto and made
a part hereof: |

Recruiting and Hiring Students and Recent Graduates
Section 1. Policy. The Federal Government benefits from a
diverse workforce that includes students and recent graduates, who
infuse the workplace with their enthusiasm, talents, and unique
perspectives. The existing competitive hiring process for the
Federal civil service, however, is structured in a manner that, even at
the entry level, favors job applicants who have significant previous
work experience. This structure, along with the complexity of the
rules governing admission to the career civil service, creates a barrier
to recruiting and hiring students and recent graduates. It places
the Federal Government at a competitive disadvantage compared to
private-sector employers when it comes to hiring qualified applicants
for entry-level positions. |
